ويَمِيلُ — and it inclines. The wa- joins a second verb, 'and it inclines', with 'it' built in, the subject still being the heart. It continues the description of what the sound heart does.

يَمِيلُ — inclines. This present-tense verb carries its own subject and describes a recurring tendency. Its doer is the 'nature' named just after, with the people as those affected.
