فَقَامَ الْفَضْلُ حِينَ أَخَذَ يَحْيَى مِضْجَعَهُ إِلَى قُمْقُمٍ كَانَ بِالسِّجْنِ،
Al-Fadl rose when Yahya took his sleeping mat to a vessel in the prison.
بِالْسِّجْنِ — in the prison. The bi- here means 'in / at', marking location, and it fuses with a noun carrying al- 'the'. The preposition forces that noun into the genitive form. It completes the little 'was in the prison' description of the vessel.
