يَحْتَجُّ — he argues. A present verb meaning 'argues / brings as proof.' It takes its evidence through 'bi-' (next word): he 'argues BY' a verse — pressing it into service for his case.

2 - And among them are those who aim for good, and cite an Ayah without clear evidence for what they claim.
وَيَحْتَجُّ — and he cites. 'and he argues,' bringing a verse as proof — through 'bi-' next. The flaw surfaces here: good intentions, but he presses a verse into service without real grounds, as the rest spells out.
