وَحقّ الْعبَاد على الله أَن لَا يعذب من لَا يُشْرك بِهِ
And the servants' right upon Allah is that He does not punish those who do not associate anything with Him.
يُعَذِّبَ — he punishes. This is a present-tense verb with 'He' as its built-in subject, and it sits in the subjunctive shape because of the earlier 'that' particle, which is why its ending is the short -a. The doubled middle root letter intensifies the action to 'punish'.
