  And its truth is skill and perfection without reward or punishment.

  وَحَقُّهَا — and its truth. This is 'and the true part of it', a noun with attached '-ha' pointing back to the discipline — 'its truth'. It is the nominative subject of a verbless sentence whose predicate follows. The pronoun again tracks back to the mathematical wisdom.
