فأقسم سبحانه بالسماء ذات المطر والأرض ذات النبات
Then Allah swore by the sky with its rain and the earth with its plants.
الْمَطَرِ — rain. A noun made definite by al- (the), naming the rain as a known thing, and it is the owned member of the pairing with the 'possessor of' word before it: together they say the sky is the one that has the rain. Its genitive ending marks it as that second, owned noun.
