وأول من يسمعه رجل يلوط حوض إبله فيصعق ويصعق الناس،
And the first to hear it will be a man repairing the water basin for his camels, and he will fall unconscious along with the people,
يَلُوطُ — he repairs. A present verb 'plasters / mends', subject 'he' inside, describing the man — 'who is repairing [his trough]'. The ordinary, everyday scene makes the sudden blast vivid. It takes the next noun as its object.
