ثم أخبر سبحانه أنه تنزيل من رب العالمين وذلك يتضمن أمورًا
Then Allah informed that it is a revelation from the Lord of the worlds, which entails several things:
تَنْزِيلٌ — a revelation. A verbal noun 'a sending-down / revelation', naming the act of bringing scripture down as a thing. It is indefinite and serves as the predicate, 'it is a revelation'. The pattern turns the verb 'send down' into a noun.
