وَيَصِفُهَا فِي بَيَانٍ رَائِعٍ فِي رِحْلَتِهِ الْمَشْهُورَةِ،
And he describes it in a splendid account in his famous journey,
رَائِعٍ — splendid. An adjective 'splendid' modifying the account before it. It agrees with that noun in gender, number, indefiniteness, and the genitive case, the full agreement that marks an Arabic adjective as bound to its noun. Together: 'a splendid account'.
