وَلْيَجْتَهِدْ — and let him strive. Another third-person command, 'let him strive', formed by attaching a command-marker to the present verb, which clips its ending short. The lead connector links it to the previous order, so the two instructions read as one continuous piece of advice.

Whoever loves to purify his inner states should strive to purify his deeds.
فَلْيَجْتَهِدْ — so let him strive. A stack of pieces: a 'so/then' link, an exhortation particle 'let', and a command-style verb in its clipped jussive form. The 'so' answers the earlier 'whoever', so it is the 'then' of the rule, and the 'let' particle turns the verb into a third-person command, 'let him strive', the trimmed ending marking it as governed by that particle.
