So, the believer is tasked with fulfilling the rights of Allah, his self, and the creation.
مُكَلَّفٌ — is tasked. A passive describing word, 'is charged / made responsible', standing as the comment about the believer. The passive shape shows the believer as the one a duty is laid upon, not the one doing the charging; Arabic marks this by the word's own form rather than a helper like English 'is'.
