So, the believer is tasked with fulfilling the rights of Allah, his self, and the creation.
بِأَنْ — with. A fused word joining the 'with' prefix to the aim-particle 'that', setting up 'with [the task] that he do...'. The prefix governs the structure into the genitive, and the embedded particle pushes the following verb into its aim-shape.
