فالمؤمن مكلف بأن يقوم بحق الله، وحق نفسه، وحق الخلق
So, the believer is tasked with fulfilling the rights of Allah, his self, and the creation.
يَقُومَ — he fulfills. A present verb in its aim-shape because the particle before it marks the action as a goal, 'that he carry out'. It carries its own 'he' subject, and the changed ending is the only sign that this is the duty aimed at, not a stated fact.

And that which is derived and supported by evidence
وَيَقُومُ — and is supported. A fused 'and' plus a present-tense verb with its 'it' subject inside, 'and (upon which) stands', continuing the relative clause. It pairs with the next words to mean the evidence rests on it.
