فَسَلَّطَ عَلَى الرَّدْمِ الَّذِي بَنَوْهُ عَلَى غَيْرِ شُرْبِهِمْ
So He sent it upon the embankment they had built, preventing them from drinking.
الرَّدْمِ — the embankment. A definite noun in the 'of'-style ending because the preposition before it governs it. It names the embankment struck by the flood. Being definite, it is the specific, known dam the people had built, set up to be further described by the relative clause that follows.
