فَسَلَّطَ عَلَى الرَّدْمِ الَّذِي بَنَوْهُ عَلَى غَيْرِ شُرْبِهِمْ
So He sent it upon the embankment they had built, preventing them from drinking.
شُرْبِهِمْ — drinking of them. An action-noun, 'drinking', with a 'their' suffix on the end carrying its owners. It sits in the 'of'-style ending because the exclusion word before it governs it. The 'their' reaches back to the people of Sheba, so the phrase names exactly what they were robbed of: their water supply.
