الْوَقْتِ — of time. al- = 'the'; completes the 'of…' phrase: 'of time'.

الْوَقْتَ — time. al- = 'the'; the object of 'waste': 'time' (object form).

The time of indulgence has ended, and the moments of rebellion have passed.
وَقْتُ — the moments. This is the subject of 'passed', placed after its verb and carrying the subject ending, and it heads a possessive pairing, 'the time of defiance'. So it both slips away and opens the 'of' relationship completed by the next word.
