تَنْقَطِعُ — it ceases. Present-tense verb 'tanqati'' = 'it cuts off, stops'; subject 'it' is built in.

اِنْقَطَعَ — ceases. A Form VII verb — the 'gets-X-ed' pattern, here 'gets cut off' — so 'ceased' of itself. The answer-verb to the previous 'when.' Its subject, 'the permission,' follows; the licence for optional prayers is severed.
