فأمر بهما تارة وأثنى على فاعليهما تارة وتوعد بالويل والعقاب تاركهما تارة
He commanded them at times, praised those who perform them at other times, and warned of woe and punishment for those who abandon them at other times.
وَتَوَعَّدَ — and warned. The wa- adds a third verb, past tense in the doubled-middle intensive pattern, 'and he threatened', with its 'he' subject built in. Coordinated with the others, it continues God's actions; the intensive form stresses a stern warning.
