فأمر بهما تارة وأثنى على فاعليهما تارة وتوعد بالويل والعقاب تاركهما تارة
He commanded them at times, praised those who perform them at other times, and warned of woe and punishment for those who abandon them at other times.
فَاعِلِيهِمَا — perform them. This is an active participle in the plural, a doer-noun meaning 'the doers of them two', with a dual attached pronoun. The participle names those who perform; the dual pronoun points to the two principles they carry out.

or there is a warning in the Hereafter of torment, anger, threat, or cursing of its doer on the tongue of our Prophet Muhammad,
فَاعِلِهِ — of its doer. A noun, 'doer', with a possessor on its end pointing back to the sin, so one word means 'its doer'. It completes the curse-phrase as its (genitive) possessor, naming who is cursed.
