أَثْنَى — has extolled. Past 'has extolled, praised', subject 'My servant' next; its long final vowel is case-proof; form-IV; it takes 'ala'.

He commanded them at times, praised those who perform them at other times, and warned of woe and punishment for those who abandon them at other times.
وَأَثْنَىٰ — and praised. The wa- adds a second verb, past tense, 'and he praised', with its 'he' subject built in. Coordinated with 'commanded', it continues God's actions; the verb governs its object through the preposition that follows.

One of them stood up and said, after praising Allah and thanking Him:
وَأَثْنَى — and praised. The 'wa-' joins a second verb of praise to the first, 'and he extolled'. Its 'he' subject is inside the verb. This verb does not take a plain object but reaches its target through a preposition, which is why the next word is a preposition phrase rather than a bare noun.
