فتعجب الوزير وقال وكيف اشتريت دارًا في الجنة؟
The minister was amazed and said: How did you buy a house in Paradise?
فَتَعَجَّبَ — so he was amazed. The fa- on the front links this to the previous sentence as a 'and so / and then' step in the story. The verb itself is a reflexive pattern: its built-in vowel shaping turns the root for 'wonder' into 'became amazed at himself', an inward change of state rather than an action done to something else.
