فَقَالَ وَرَقَةُ هَذَا النَّامُوسُ الَّذِي أُنْزِلَ عَلَى مُوسَى،
Waraqah said, "This is the law that was revealed to Moses."
أُنْزِلَ — was revealed. This is the passive: the law RECEIVES the sending-down rather than doing it, and Arabic signals that by reshaping the vowels inside the verb, not by adding a helper like English 'was'. So the form looks close to its active twin but flips who acts on whom, leaving the sender unstated, only God is implied.
