وَالحِكْمَةِ — and wisdom. The conjunction adds a coordinated genitive item, wisdom, definite and in the genitive set up by the partitive preposition. Each listed field after 'from' stays genitive, joined by 'and'.

بِالْحِكْمَةِ — with the wisdom. The attached particle governs the following noun into the prepositional form and links the speaking to its content: it marks what he spoke with. The 'the' makes that content the definite, specific wisdom.
