The wise person is one who knows that God is Wise in His decrees and Just in His judgments,
حَكِيمٌ — is Wise. A describing word, 'wise', standing as the comment about God with no separate 'is' needed. Arabic builds 'God is wise' by simply placing the describing word after the topic in its subject ending.
