فَأحب الْخلق إِلَيْهِ من عرف عبوديته فِي هَذِه الْمَرَاتِب ووفاها حَقّهَا
So the most beloved of creation to Him is the one who knows his servitude in these ranks and fulfills its due right.
عَرَفَ — he knows. A past verb, 'came to know, recognized', subject 'he' inside, filling out 'the one who knew...'. It is the first thing that defines God's most-beloved servant.

عَرَفَ — he knows. A past-tense verb, 'knows', carrying its own 'he' subject. As the condition after 'whoever' its past shape states a general truth, true of anyone at any time, not one past event.
