فَأحب الْخلق إِلَيْهِ من عرف عبوديته فِي هَذِه الْمَرَاتِب ووفاها حَقّهَا
So the most beloved of creation to Him is the one who knows his servitude in these ranks and fulfills its due right.
وَوَفَّاهَا — and fulfills it. A Form II verb, 'pay in full, render completely', the doubling pattern stressing thoroughness. 'He' is built in and '-ha' is the object 'it' (his servanthood): he gives that servitude its complete due.
