  It contains a ruling or a report, or he affirmed what he had denied, or denied what he had affirmed; he is aware of that, or doubts something of it.

  خَبَرٍ — a report. An indefinite noun 'a report', parallel to the earlier 'ruling' and likewise in the (genitive) ending carried over from the partitive 'of'. The 'or' marks it as the alternative kind of content. Indefinite, it stays general like its pair.
