وهذا لا يتمكن الشيطان منه إلا بما عنده من سلاحه،
And the devil cannot overpower him except with what he possesses of his weaponry.
يَتَمَكَّنُ — he overpowers. A present-tense reflexive-shape verb 'gains mastery / gets a hold', its subject coming next. With the negation it means the devil cannot get a grip.

As one cannot conduct oneself well and perform God's obedience without it.
يَتَمَكَّنُ — he can. A present-tense verb with its 'he' subject built in, 'he is able', here under the negation. It states what one cannot do without well-being.

So he wins him over and becomes able to lead him.
وَيَتَمَكَّنُ — and becomes able. The wa- adds a second action, and the verb it prefixes is a reflexive-pattern present meaning 'gains mastery/becomes able'. This verb family takes the preposition 'from' to mark what is mastered, which is why that preposition follows. Its subject 'he' is built in.
