يَغْدُو عَلَيَّ الْخُبْزُ مِنْ خَابِزٍ لَا يَقْبَلُ الرَهْنَ وَلَا يَنْسَى،
Bread comes to me in the morning from a baker who neither accepts pledges nor overlooks debts.
يَقْبَلُ — he accepts. A present-tense verb with its 'he' subject built into the shape, describing what the baker habitually does. The negation before it flips it to 'does not accept', with the doer named inside the verb.
