فَإِنَّ الْمُشْرِكِينَ كَانُوا يَقُرُّونَ أَنَّ اللَّهَ خَالِقُهُمْ وَرَازِقُهُمْ وَهُمْ يَعْبُدُونَ غَيْرَهُ
The polytheists acknowledged that God was their Creator and Provider, yet they worshipped others besides Him.
يَقُرُّونَ — acknowledge. A present-tense verb 'acknowledge / affirm' in the 'they' form, paired with the preceding 'were' to give a settled past habit. The two verbs together mark repeated past action.
