قَالَ اللَّهُ تَعَالَى وَأَنَّ لَوْ إِسْتَقَامُوا عَلَى الطَّرِيقَةِ لَأَسْقَيْنَاهُمْ مَاءً غَدَقًا
God, the Exalted, said: If they had remained steadfast on the path, We would have given them abundant flowing water.
وَأَنَّ — and that. A 'wa-' fused to the particle 'that'. The 'wa-' connects this citation to the surrounding discourse, while 'that' opens a reported-statement clause and grabs the following material into its frame. Here it heads the quoted verse, packaging it as the content being reported.
