Corruption in the earth, so as if he killed the people entirely, and whoever revived it, so as if he revived the people entirely.
وَمَنْ — and whoever. This fronts wa- 'and' onto the conditional relative 'whoever', opening the parallel positive rule - 'and whoever revived it...'. The wa- balances this against the killing clause, and the 'whoever' is again general. It governs the following verb in the condition, setting up the mirror-image consequence.
