فَسَادٍ فِي الْأَرْضِ فَكَأَنَّمَا قَتَلَ النَّاسَ جَمِيعًا وَمَنْ أَحْيَاهَا فَكَأَنَّمَا أَحْيَا النَّاسَ جَمِيعًا
Corruption in the earth, so as if he killed the people entirely, and whoever revived it, so as if he revived the people entirely.
فَكَأَنَّمَا — so as if. Again fa- 'then/so' fused with 'as if', the result-marker opening the parallel simile - 'then [it is] as if'. The fa- answers 'whoever revived it...' with its consequence, and the 'as if' launches the comparison to reviving all mankind. It mirrors the earlier simile in form for rhetorical balance.
