فَسَادٍ فِي الْأَرْضِ فَكَأَنَّمَا قَتَلَ النَّاسَ جَمِيعًا وَمَنْ أَحْيَاهَا فَكَأَنَّمَا أَحْيَا النَّاسَ جَمِيعًا
Corruption in the earth, so as if he killed the people entirely, and whoever revived it, so as if he revived the people entirely.
فَسَادٍ — corruption. An action-noun 'corruption/spreading mischief' (no al- 'the'), the second alternative after the preceding 'or', so it continues 'or [for] corruption in the land'. The verb-turned-noun names the whole activity of working ruin as one word. It sits in the genitive ('of') form carried over from the governing structure of the prior clause.
