فَسَأَلَ عَنْ أَعْلَمِ أَهْلِ الْأَرْضِ،
So he asked about the most learned of the people of the earth.
الْأَرْضِ — the earth. This noun carries 'al-' (the) and closes the stacked possessive chain as its final owner: 'the people of the earth'. It sits in the 'of...' (genitive) shape the chain requires, and its definiteness, supplied by 'al-', flows back up to make the whole superlative phrase definite.

الْأَرْضِ — the ground. This noun carries the 'al-' prefix marking it definite, and it sits in the genitive as the object of the preceding direction-preposition, which is why its tail ending differs from a plain subject form. It names the place that the man ended up closer to.
