وَعَلَّقَ الْفَلَّاحُ بِالصَّبْرِ وَالتَّقْوَى فَعَقَلَ ذَلِكَ عَنْهُ الْمُؤْمِنُونَ
The successful person ascribed it to patience and piety, and the believers understood that from him.
وَعَلَّقَ — and ascribed. wa- ties this onto the prior section, and the verb is a completed action ('ascribed') with the doer named right after. The conjunction opens a fresh narrative statement.
