Yes, one does not sin for it if his sadness is not accompanied by something prohibited, as one grieves over calamities.
يَقْتَرِنْ — is associated. Present-form verb, 'it is joined', read as past 'was joined' because of the negation, and clipped at the end in its shortened shape. So 'was not accompanied'; the thing accompanying comes next.
