  He said: Indeed, whoever is conscious of God and is patient, Allah does not let the reward of the doers of good be lost.

  يَتَّقِ — is conscious of God. A present-tense verb of God-consciousness with its ending clipped into the conditional mood by 'whoever' before it. The shortened ending is the sign it sits inside the condition, not as a plain statement.
