ولا يُشترط إيصالُ الترابِ إلى منابتِ الشعورِ الدقيقة، لكن يُوصَلُ إلى ظاهرِ ما استرسلَ من اللحيةِ
It is not required to apply dust to the roots of the fine hairs, but it should reach the apparent part of the beard.
لَكِنَّهُ — but it. A strong 'but / however' with 'it' attached — turning to the exception. After exempting the hair-roots, it pivots: yet the dust DOES have to reach the outer beard, as the verb says.
