ولا يُشترط إيصالُ الترابِ إلى منابتِ الشعورِ الدقيقة، لكن يُوصَلُ إلى ظاهرِ ما استرسلَ من اللحيةِ
It is not required to apply dust to the roots of the fine hairs, but it should reach the apparent part of the beard.
يُشْتَرَطُ — is required. A passive verb, 'is made a condition / required,' doer unnamed, negated. Its subject, 'the conveying [of dust],' follows: getting the dust to the hair-roots is NOT a condition. Vowels inside carry the passive.
