It is not required to apply dust to the roots of the fine hairs, but it should reach the apparent part of the beard.
اِسْتَرْسَلَ — hangs down. A Form X verb, 'hangs down / flows loose,' completing 'what hangs down.' The past form here describes a standing state. It identifies the long, loose portion of the beard the dust must cover.
