ظَاهِرِ — apparent part. 'the outward / visible [part],' in the -i form after 'to,' heading an 'of' pair. The dust must reach the SURFACE of the beard — its visible outside, not the skin beneath — as the relative next defines.

Innermost matters is the plural of innermost matter; it refers to God's innermost matters that lie between Him and His servant, in both outward and inward aspects. Faith is among the innermost matters, and His laws are among the innermost matters.
ظَاهِرِهِ — its outward aspect. A noun carrying an attached '-its', governed by the preceding 'in' and so taking the genitive shape. The suffix points back to the servant, marking this as his outward dimension. One word thus folds together the noun, its possessor, and the case forced on it by the preposition.
