It is not required to apply dust to the roots of the fine hairs, but it should reach the apparent part of the beard.
الدَّقِيقَةِ — fine. 'the fine,' an adjective on 'hairs,' feminine singular because the non-human plural 'hairs' takes that agreement. It specifies the delicate hairs whose roots the dust need not reach.
