فَمَرَّ وَلَمْ يَفْعَلْ، ثُمَّ مَرَّ بِـيْ عُمَرُ فَسَأَلْتُهُ عَنْ آيْةٍ مِنْ كِتَابِ اللَّهِ،
He passed by and did not do it; then Umar passed by me, and I asked him about a verse from the Book of Allah.
بِي — by me. This is the preposition 'by/with' fused to 'me', so one word means 'by me'. The preposition marks the narrator as the point Umar passes. Attaching the pronoun straight onto the preposition is standard, and here it lengthens slightly into 'bii'.
