وإن فعل لم يفعل ما يفسد صومه،
and if he acts, he does not act with what invalidates his fast,
يَفْعَلْ — he acts. A present-tense verb clipped to the jussive by 'did not' — 'did not do'. Subject 'he' inside.

يَفْعَلْ — do it. A present-form verb forced into its clipped, vowel-less ending because the 'did not' before it pulls a present verb back into a negated past. The 'he' subject is built in, and the verb points back to the earlier-requested action. This is Arabic's main way of saying 'he did not do' using a present-shaped verb with a past meaning.
