وَقَالَ تَعَالَى الْمَائِدَة قد جَاءَكُم من الله نور وَكتاب مُبين يهدي بِهِ الله من اتبع رضوانه سبل السَّلَام
And the Exalted said (in Sūrah al‑Mā'idah): “There has come to you from Allah a light and a clear Book; by it Allah guides whoever follows His good pleasure to the ways of peace.”
مُبِينٌ — clear. Adjective, 'clear/manifest', describing 'Book'. Following its noun, it copies the noun's subject form and indefinite ending, giving 'a clear Book'.

And inform him that He is with them by His guidance, and His mighty help, and His clear victory.
الْمُبِينِ — the clear. A definite describing word matching its noun in definiteness and case, trailing 'victory' to qualify it as 'clear'. The shared al- and case ending are what bind adjective to noun in Arabic.
