وَأَنَّهُ لَا بُدَّ مِنْ تَقْيِيدِ السَّنَةِ وَجَمْعِهَا فِي الْكُتُبِ فَتَمَّتْ عَمَلِيَّةُ الْجَمْعِ وَالْكِتَابَةِ وَالتَّدْوِينِ
And that it was necessary to fix the prophetic practice and to collect it in books; thus the process of collecting, writing, and recording was completed.
وَجَمْعِهَا — and collecting her. 'Wa-' adds a second necessary task parallel to the fixing. The core is an action-noun 'collecting' with '-ha' = 'it' (feminine) attached, pointing back to the prophetic practice; so 'and collecting it', still governed by the source 'from' into the genitive.

جَمْعِ — gathering. An action-noun, 'gathering', naming the act rather than a thing, and the object of the preceding 'on'. As the owned-into head it heads a possessive pairing with 'more', giving 'gathering of the surplus'. Governed by the preposition, it takes the 'of' (genitive) ending.
