وبيان ذلك أن الله قد خلق للآدمي آلة يدافع بها عن نفسه الضرر وآلة يجتلب بها النفع،
And the explanation for this is that Allah has created for humans tools to defend themselves from harm and tools to bring about benefit,
يُدَافِعُ — he defends. This present-tense verb has its 'he/it' subject inside and describes the tool's ongoing function. Following the indefinite noun, it works as a describing clause, 'a tool by which he wards off', with no separate 'that'.
