بِالْإِهْلَاكِ — to destroy him. The preposition 'bi-' here marks the instrument or means, with destruction as the means by which the hastening would happen; it forces the genitive on its noun. So 'bi-' answers 'by what', tying the swift action to annihilation as its method.
