فَيَا شِدَّةَ الْحَسْرَةِ عِنْدَمَا يُعَايِنُ الْمُبْطِلُ سَعْيَهُ وَكَدَّهُ هَبَاءً مَنْثُورًا،
O, what intense regret when the one whose efforts are nullified witnesses his striving and his toil scattered like dust.
هَبَاءً — dust. An indefinite noun, 'dust / motes', here describing what his effort has become; its accusative ending marks it as the state his striving is seen IN. It works as the outcome the seeing reveals, his labour reduced to scattered specks. It is the noun the next word describes.
